DESIGN AND IMPLEMENTATION OF AN AUTHOMATED LAND ALLOCATION SYSTEM

 ABSTRACT

The land allocation process using the manual system is very cumbersome, proper record keeping under manual system is not guaranteed. The information required by the ministry of land, survey and town planning management for quick decision-making is usually delayed. It is with this mind, coupled with the general trend towards global information super highway that a new efficient, reliable and maintainable system is developed. Land allocation system which when implemented will be capable of handling more complex processes involved in the allocation of land by the ministry of land, survey and town planning with more intelligible, results that would help to reduce the problem associated with the manual system.

CHAPTER ONE

INTRODUCTION

1.1              BACKGROUND OF THE STUDY

Land is the free gift of nature, land can also be the part of earth’s surface that is not covered by water as to oppose the sea or the air.

Land is the original sources of all material wealth. The economic prosperity of a country is closely linked with the riches of her natural resources. Agricultural wealth of a country depends on the nature of soil, climate and rainfall, the agricultural products are the form/basis of trade and industry, for instance, industry depends upon availability of coal-mines or waterfall for electricity production thus all aspects of economic and life i.e. agriculture, trade and industry are generally influenced by natural resources which is called “land”

The importance of land can not be over emphasized as land has played a very essential role in human life such as building of houses, schools, churches, hospitals and most of all, it create relationship between farming, forestry, and local communities in producing food and energy. It therefore creates relationship between the government and the land owners/customers thus the importance of land is too much as it is influencing the standard of living of the people.

Land allocation is the process of giving or, selling any portion of land by the government or land owners to customers.

The present land allocation system in the ministry of land, survey and town planning, Ebonyi state is done manually by writing the customer’s information into a notebook which has so many disadvantages, such as time consumption, labour, cost, it also makes mistakes and stressfull, thereby making one get tired, it causes disorder in the arrangement of files, thereby making it difficult to locate customer’s file,

But with the automated system which is made to reduce the need for hard labour, time consumption, cost in the ministry of land, survey and town planning, Eboyi state. Things like allocating of land to customers, inputting customer’s details in a computer not on notebook will be done automatically so as to reduce stress.

The automated system of land allocation in the ministry of land, survey and town planning is good because it can be able to speed up the process of retrieving and putting information in case there will be need for adjustment instantly, with automated system the same kind of task can be done over and over again without getting bored or tired, it is very accurate and can do a very detailed work and follow precise instruction of customer without error in ministry of land, survey and town planning, EbonyiState.

1.2              STATEMENT OF THE PROBLEM

The problems of land allocation system are many.

i.                    The system, if not automated, will come to a stage where its functionality and effectiveness become impossible.

ii.                  Document stored up in files and folder are not only damaged but also the misplacement of documents piled up in crank.

iii.                Cabinet is another major problem, poor record reports and statistics were very prominent as the staff of the record department in the ministry cannot differentiate between and various record that they have in the ministry let alone the number of the record.

iv.                Time constraint.

1.3              AIM AND OBJECTIVES

The purpose of this study is to develop an application software to automate the system of land allocation in ministry of land, survey and town planning, Ebonyi State.

The specific objectives are;

i.                    To develop an application that will keep track of customer’s record.

ii.                  To develop an application that will automatically generate report of all transactions.

iii.                To develop an application that will ensure easy and smooth deletion, retrieval and updating of customer’s record.

1.4              SIGNIFICANCE OF THE STUDY

The main significances of this study;

i.                    To develop application software that keeps track of all land owners, records.

ii.                  To be able to update, delete and retrieve land owner’s records.

iii.                This study automatically generates receipts in any transactions that the ministry of land, survey and town planning makes with any land owners/customers.

iv.                It also make process or allocation of land easier and not time consuming unlike the manual system.

1.5              SCOPE OF THE STUDY

The scopes of this research study is to develop an application software that can successfully accept customer’s information and to ensure smooth and easy deletion, retrieval and updating of customer’s record in the ministry of land, survey and town planning, Eboyi State.

 

1.6              LIMITATIONS OF THE STUDY

However, due to some limitations such as:

i.                    Unwillingness of the ministry to reveal relevant information needed in relation to the study and limited research materials, this project has been limited to capture customer’s (i.e. land owners or land buyers) details.

ii.                  Time factors.

iii.                Finance of the customer.

iv.                Attitude of the customer.

1.7              DEFINITION OF TERMS

Allocation: By the dictionary definition, it is used when something is given for a particular purpose.

COMPUTERISATION: This is the process of converting mostly manually performed jobs into full computer involvement.

SYSTEM: It is the arrangement of many part to work together to archive a particular purpose.

AUTOMATED: To run or operate something, such as a factory or system by using machines, computers etc. instead of using people to do the work.

LAND:The part of earth which is not covered by oceans or real estate or landed property, a partitioned and measurable area which is owned and on which buildings can be erected.
